
Boise, Idaho – (Before getting to the second installment of ROR, a comment or two…
Yesterday, the national test of the Emergency Broadcast System came and went without triggering any national disaster or advent of martial law, just as it has every time it has been done before. There had been much speculation in the Catholic and Protestant prophetic blogosphere that this would be the beginning of the end. Please…just stop it.
I well know that when a major assault comes it may well come cloaked in what is seen as normal and familiar in order to give people on the fence pause, but if we are to be the people who give others hope and lead the effort to knit society together anew, we can’t be jumping and shrieking at every shadow and phantasm that comes along. For the life of me, I cannot understand why people get so agitated over things that, if they were right, they could not influence anyway. Is it because they want everyone to know that government and the elite classes have become nefarious? I already know. What we need to know is how to behave and act in a way that will repair the tattered social fabric.
Don’t you know that every time the government or the elites commit another outrage they forfeit the loyalty of yet another block of citizens? I am perfectly fine with them destroying their credibility and power. Makes far less work for us. We have to behave in a manner so that when average people see how deep and festering the rot in society has become, they turn to those of us who have remained sober, serious and judicious. When we come unglued over every real or imagined offense, we abdicate our calling.
Trust in the Lord. Be of good courage and he will strengthen your heart. He is still the abundantly generous God who, when faced with a hungry multitude, took the two little fish he was offered and fed them all – with more left over than He started with. The disciples and the people said, “We do not have enough.” But when they stopped whining and gave Him what little they had, all were fed, as He extravagantly multiplied their offering. Quit whining that we don’t have enough and offer the little you have, whether it be keeping a happy home, sharing a meal, or any other plain little offering. Then the Lord will start multiplying with His characteristic extravagance. Just do the little, right in front of you, that you can and offer it to the Lord. You are called to be heralds of the Triumph of the Immaculate Heart.
Trust, I say, in the Lord.
And now, to the Rules:
This is the second part of the Rules of Regency. It was originally published on Aug. 10. 2016. I reprint it here verbatim with no edits. There was no prophecy involved, though I anticipated several events that had not fully manifested. You did not have to be a prophet to see this coming. Certain disorders, when indulged, will lead to very predictable consequences. Consider, as you read this, that it was written and published before Donald Trump was elected and before the left had fully revealed themselves as enemies of liberty, over seven years ago.-CJ)
Following is Part II of the Rules of Regency. You can see Part I here. It is, of course, America-centric, as I am an American and that is where I can have the most immediate impact. It is also, however, a template for any country which seeks to restore a harmonious social order. Some adjustments would have to be made for various local cultures, but the big principles are universal.
Accountability
The American system was set up to make the government accountable to the American people. Once elected, officials would hire their team of people and voters would judge them according to how their team performed.
Now, legislators and executives make big promises that they don’t keep. When voters complain, the officials note that their intentions are good, but they are not allowed to fire the holdover government workers from previous officials – workers who thwart their wonderful plans. Bureaucrats, meanwhile, sometimes joke that presidents come and presidents go, but the bureaucracy goes on forever. Officials have the built-in excuse that there is nothing they can do -and it is harder to fire a bureaucrat than to knock down the milk bottles at the local carnival. It is a good deal for both the officials and the clerks, whose power and perquisites grow while they are accountable to no one. But it is a terrible deal for the public – and for social cohesion. Yet it is called ‘public service.’
Abolish almost all civil service laws and all public employee unions. The American system is not supposed to guarantee jobs for life for bureaucrats – who can then snub their nose at both the officials who are supposed to be their bosses and the people who elect them. Let each official hire and fire, at will, those who will work under him – and then hold him completely responsible at the ballot box for the results. This will return the whip hand to the people who are supposed to be served, not ruled.
It will also make the “sacrifice” that government workers and officials constantly boast of into a reality. To go into government work when it offers no guarantee of security, a person will either have to be so committed to accomplishing a particular task that he will take a break from his real career in order to actually serve – or be so non-politically competent that he holds onto his job from administration to administration by sheer ability. If a person wants job security, he will work for or build a private company that produces real goods and services and real jobs. That would be a true public service.
The reality is that all government workers are parasites of a sort. In most biological systems, some parasites are necessary and good – and form a symbiotic relationship with their host. But when even benign parasites multiply beyond the symbiotic level, they start killing the host. We are long past that point.
There are other structural changes in the political system which would enhance accountability without denying the true masters, the people, their right of collective sovereignty. In the legislature, the House of Representatives was supposed to be a citizen legislature, reflecting the churn of public passions. I don’t like term limits, for that deprives citizens of the right to vote for whom they choose. Rather, I prefer to allow House Members to run for as many terms as they wish – but however many terms they win, there is no pension. If they want a retirement plan, they each have to fund their own. The Senate is supposed to be a haven for experienced professionals, chosen by the states as a check on the unbridled passions of the House. It was a stabilizing element injected into the peculiar American system of a hybrid democratic republic to prevent the instability inherent to democracy. Return selection to the States and offer a pension there. Eliminate most campaign finance laws, except for disclosure of very large donations and to prevent foreign influence. Campaign finance laws, if truth in advertising applied, are incumbent-protection schemes. Appoint federal judges to a ten-year term rather than an unreviewable lifetime.
Subsidiarity
The principle of subsidiarity holds that nothing should be done by a larger and more complex organization which can be done as well by a smaller and simpler organization. St. John Paul emphasized this principle in his 1991 Encyclical, ‘Centesimus Annus,’ as a corrective to the statism which was disfiguring the application of authentic principles of social justice.
There are many problems with centralization. Three that are critical here are that:
1) It is inefficient
2) It enfeebles and disables the means that are efficient, treating them as competitors for resources.
3) It is fertilizer for a massive corruption that is beyond the control of ordinary people.
St. John Paul, in his classic, concise elegance, said it, “…leads to a loss of human energies and an inordinate increase of public agencies which are dominated more by bureaucratic ways of thinking than by concern for serving their clients and which are accompanied by an enormous increase in spending.” Read his full Encyclical to get a solid primer on the subject (which will help in understanding the rest of this small section.)
Big unwieldy centralized agencies do not take into account unique local needs and peculiarities, insisting instead on a one-size fits all approach – that often does not fit any. Meantime, it saps the life and energy out of those smaller, more local agencies and volunteer associations that do handle problems well.
Centralization, accompanied by a lack of public accountability, is a hothouse for virulent corruption. Progressives think that corruption can be ended by a massive centralized regulatory regime. American founders understood that corruption is endemic to much of human nature – and that centralization just made corruption massive and impervious to public oversight. Their system of rigorous accountability and equally rigorous subsidiarity made for a self-policing and healing system. With numerous, competing centers of localized authority, corruption would be localized. When it became endemic in one center, it would be advantageous to the ambitious in another center to expose and uproot it. Thus, though corruption is always with us to some extent, it would keep it local, easily uprooted, and make it in the interest of the ambitious to uproot it.
Therefore, all powers that are not explicitly granted to the federal government would be returned to the states. As I mentioned under the “Federalism” section, most regulatory agencies would be dismantled or reduced to boards whose sole purpose is to arbitrate disputes between the states over an overlapping issue. Big internal crises that are beyond the Constitutional power of the federal government would, upon petition by a majority of the states or two-thirds majority of the house, lead to the creation of a temporary federal task force to address the problem, with a specific date of expiration of not longer than 10 years. Once again, public ‘servants’ would have to actually serve and make sacrifice rather than rule and call their unaccountable sinecures ‘sacrifice.’
Volunteer associations would be encouraged and made easy to begin, rather than regulated to death and made to heel to a state’s political preferences.
Since Congress would have less to do (no longer deciding winners and losers in the field of commerce and public policy questions unrelated to its legitimate authority) the size of Congressional staffs and the profusion of lobbying would be dramatically decreased. That would also give officials time to pay serious attention to their legitimate duties rather than distracting the public with what type of light bulbs they will be allowed or what size soft drinks they may purchase.
The federal income tax will be abolished as a bad experiment that intruded on the freedom of all and was weaponized to target dissent. Alternate means of taxation, through sales and excise taxes among others will be found. If taxes are tied to productivity and commerce, it will give government officials incentive to promote productivity and commerce rather than strangling it.
Read Alexis de Tocqueville’s “Democracy in America,” a concise two-volume explication of the philosophical underpinnings of the American experiment in a hybrid democratic republic to understand why American worked so well for so long – and how to restore that framework.
Justice
In the first place, the law should apply equally to all, both great and small. The routine practice of the Congress of exempting itself from rules it imposes on lesser mortals will cease. It will be allowed to impose no rules that are not Constitutionally enumerated to its authority.
In the short term, our society has been divided into levels of division that led to sudden mass slaughter in Rwanda. A few large principles are required to keep that division from exploding into massive violence.
When large segments of society seek to get their way by violent aggression, that aggression is fueled, not quenched, if the response is not resolutely decisive. When large numbers of political office holders seek to weaponize the law to punish their opponents or those who merely disagree with them, it undermines the legitimacy of and public respect for the law, planting seedlings of violent opposition when that becomes the only effective means of redress of legitimate grievances.
Therefore, substantial early arrests must be made of public officials who have weaponized the law to punish dissent. That means a lot of federal agents, especially high officials in the IRS, will be going to jail. Also headed for jail are those state attorney generals who seek to make it a felony to disagree with them politically – right now most publicly on ‘climate change.’ Judges and human “rights” commissioners who have imposed penalties on Christians for simply living their faith – refusing to participate in offensive ceremonies, but discriminating against no one – will not just lose their office, but go to jail for a time. I have always loathed abuse of public power against ordinary citizens. A small number of early, vigorous arrests should get the message across and take the wind right out of this modern penchant.
No one shall be arrested during the time of emergency for merely advocating an opinion, but protests that depend on rioting will result in mass arrests of the rioters. Those who try to deprive others of their civil liberties will be arrested. Radicals on campus and in such movements as BLM will be given the opportunity to suffer for their beliefs if they express them violently or hinder others from the free expression of competing beliefs.
When disorder is small and sporadic, the public interest and safety is usually best-served by the incarceration under criminal law of the few who commit actual crimes. When it is widespread and an entire culture has degenerated into disorder, the primary goal is the re-establishment of a stable public order and the reintegration of the offenders into that order. That is why, after the Civil War, Abraham Lincoln did not seek to punish and jail rebel leaders, but to knit them back into the common family the nation was intended to be.
The need for temporary jails will be great in order to check the abuses of public corruption and arrogance and the violent aggression of rioters. But the duration of incarceration for such offenders must only be for the duration of the Storm. The purpose of incarceration is to prevent an explosion of violence while society is rising to the challenges of the Storm and to re-knit it into a common culture once again. All such offenders should be released within six months of the Rescue, with a return to normal criminal law – with the exception that those who abused a public position of trust to punish enemies may be permanently barred from holding any office of public honor or authority.

Grateful, Charlie, that you created the Rules of Regency and very interested to see how they will be further enfleshed based on the needs which will emerge, front and center, as we journey on into the most intense part of this Storm.
Love your introduction to this piece. God bless Fr. Heilman and Doug Barry. Sorry to see them recently focusing on prophecies and giving a platform to some off-base characters right now, thus muddying the prophetic waters. Their recent guest, Mr. Xavier Reyes-Ayral, went on and on about the secret files he uncovered in the Vatican archives and he then proceeded to simply speculate on prophetic words, presenting himself as an expert. I wonder by what criteria does he deem himself to have expertise? I also wonder how Desmond missed the secret files when he was doing his research for his book: Trial, Tribulation and Triumph. (OK so I’m being sarcastic.) But geez. And then Mr. R-A held high St Pio’s prophecy about the 3 Days of Darkness… except we’ve covered that territory here before: St. Pio never did prophesy about the 3 Days of Darkness. Hat tip to Desmond who had contacted the Capuchin order at San Giovanni Rotundo to ascertain the truth about this claim. But the coup de grace for me was the scolding of people who have discerned that Fr. Michel Rodrigue’s alleged private revelations are not authentic. Part of Mr R-A’s justification for his support of Fr. Michel is that the Bishops – one of Father’s own Diocese and the other of a Diocese in which Father had worked – never condemned Fr. Michel. Uh, what about the letters each of the Bishop’s wrote conveying their belief that Father’s private revelation is not of supernatural origin? Some of the general spiritual thoughts expressed by Mr. R-A were surely spot on, but my goodness, he makes plenty of errors. And so it goes in times as tumultuous as these.

I appreciate your review, Beckita. I noted his error about Padre Pio and that had me make a big jump back. If he was using one incorrect source than how many others were also questionable? I have Desmond’s book and have barely made a dent, but his timeline has me wondering about both of their guests. I think both of them deserved a hearing, but I’m also waiting until “the Sign.” If there is a Sign, the whole world ~ even Oregon! ~ will see it. It will show right through the clouds. 😉
I want to take just a minute to say that our visit with Charlie was absolutely delightful! The fact that he will take the time to meet with us ~ to meet with anyone, even if it’s only One Person ~ was not only impressive, but had him shine in a particularly brilliant light. God bless him and keep him safe! I hope that we will all meet at Mt. Meeker.
I find that I’m seeing these “Rules” in a much different light than I did back in 2016. Thank-you Charlie for republishing.

Beckita I just listened to Xavier’s talk myself last Wednesday. I too questioned a lot of what he said because he talked about the Antichrist and I like you dismiss those who talk about Antichrist in these times because of our great privilege on knowing and studying Desmond’s work on TTT!
I actually wrote on Fr heilman site awhile back that they should have Desmond back on to clear up this error but I’ve not heard anything back from them as of yet.
But who am I 😂😂😂

I’ve wondered as well… this getting agitated over phantasms. Likely most are fearful, feeling powerless and out of control, so get a sense power and control emoting over all manner of stuff they don’t have the least control over. I’ll echo your “don’t do that,” since repetition helps. Whatever the case, it seems to boil down to spiritual immaturity at the root of it, to which I can only advise to grow up and and put away childish things. Spend time with the Gospel. Jesus… our patient Jesus, listened to all manner of things (coming out of mouths and deep in the soul) and He addressed those things. Patiently. But you’ll also note that He redirected. From useless things mired in the mud of too much heavy humanity, to feather-light salvific things that helped our souls soar towards the Father.
I’ll give well-meaning people credit for trying to help, even though they’re dawdling over useless pursuits in many cases, with the caveat that they’re not actually helping by fretting and emoting over so much stuff. They’re not helping serious people who simply sigh and eye-roll, moving on to find more serious people to work with. And they’re certainly not helping other people mired in the nonsense.

MP, I confess I was curious …How loud would the “test” be? YIKES! Very loud! After I heard the first one I shut down my phone and iPad. Glad it was not my day to baby sit. That would have caused a sleeping beauty (she is) to wake up and cry.
That said, if there really was an emergency, it’s nice t know it would wake me up.
And yes, we trust in God, eyes open, no fear.

Charlie, IMO, I don’t believe that “everyone” was “jumping and shrieking” yesterday. I don’t think there is anything wrong with being prudent, especially since we have a wacko govt.
Keeping my distance from EMF events, is prudent. Blocking harmful EMF whenever or wherever I can, is prudent. It’s easy to come out the day after an event and admonish everyone. Better to have all scenarios rehearsed than be sorry or be caught unprepared.
In 2018, I was in Hawaii when an Emergency Alert went out on everyone’s phone that a ballistic missel was imminent (this is not a test). It was 28 mins of terror for many before the govt called an “oops”, someone accidently sat on the emergency alert button. Just recently, that same wacko govt failed to put out any emergency alert to the poor souls in Maui.
At the Travis Scott Concert just last year, the “strobe lights” set off a number of heart attacks and people died.
I will stay prudent and prepared. God gave me my brain and common sense for a reason. I didn’t take the jab either.

Yes, “prudent,” but I don’t think that word means what you think it means. Of course you can look to the Bible and the meaning therein, as well as roots in Hebrew, Greek, Latin, etc.
I’m pretty fond of what C.S. Lewis has to say about it in “Mere Christianity.”

I did not pretend to know your thoughts. I did read what you wrote and offered some frank insights, also based on your long history of commenting here. The later the hour, the more frank I’m afraid. Frankness is also a lost virtue, and probably so is taking correction. Certainly the latter is also a sign of spiritual maturity and we’ve all got to up our game.

SanSan, there are too many people who are jumping from one scare to another. I acknowledged that there was cause for awareness…but I am sick to death of hearing every day about the latest thing that is going to kill us all. We do what we can, we trust God, and don’t get caught up fretting over the branches of every spook show the gov’t does or might do. If we are jumping at every shadow, we will NOT have the steady resolve to deal with whatever comes. I have said very bluntly that very bad things are coming – and many are already here. Just a note…among the pioneers, most of those who feared there were two Indians behind every tree didn’t make it. The lucky ones just turned back because they did NOT have the nerve to walk through the valley of death and fear no evil. Unless we get to that point, we are going to be a ragged, failed bunch who won’t have time to give hope to others because we are so busy nurturing our fears of how, precisely, attacks will come.
God bless you, SanSan, I know the good work that you do. But one cannot credibly tell people there is nothing to fear when one is in a constant panic. We can agree to disagree, but I think this constant nurturing of fears is a gambit by the satan to sap otherwise good people’s resolve and effectiveness.

Well, you are not alone, SanSan. I plan to stay awake and prepped, also. Meanwhile, I do not feel that watching what is going on in the world is being in a constant panic. It is being aware. And we cannot tell folks there is nothing to fear without being aware of what they are seeing.
We CAN tell folks that yes things do indeed look bad, BUT none-the-less, God is alive, and well, and in control. Yes, it may get bad, even very bad, but it WILL get better, to stay focused on the good we can do, and to do it.
I will keep on canning – but if my house is bombed, burnt up, or I am obliterated, the canned stuff be ruined or stolen, I don’t care. It was better to have done it and it came to nought that to see anyone hungry and know I could have helped, but didn’t.
And it did not hurt in the least to put your phone way away from you for the test, or even to have built a faraday cage. Didn’t hurt. And it might have helped had things gone badly.

Sansan, I think Charlie was referring to a lack of faith by those that fear “the terror of the night” but for us to be sober and walk uprightly in the light. St Ambrose gets to the point here without denying the dangers all around us but that we need to Trust in Our Lord Jesus.
So– Jesus I Trust in You!

Hi Charlie, I’m a little bewildered at the beginning of this piece as I didn’t think a bit about the National alarm until I read the CORAC newsletter and thought perhaps I should pay more attention to it?

Fair point, Briana. I had been hearing about it nearly a dozen times a day…so I thought it was reasonable to have it mentioned. Of course, I’m in a position where people want to inform me of every rumor that pops up. So I probably hear this stuff a lot more than most people do…and I confess it gets me cranky sometimes. The most common take I got was that the test was somehow going to activate nano-particles in people bodies from the shots and create a massive die-off. Frankly, it sounded like a remake of the old movie, “Invasion of the Body Snatchers.” Had it been true, what could anyone have done about it except to trust God to carry you through and direct you towards the next right step? Being aware of a potential problem and developing massive weird ‘fan fiction’ about the problem strike me as two different things. But maybe I should recalibrate a bit, too.

I personally thought the theories surrounding this broadcast were too Hollywood to be real. Then again, the world we live in is stranger than fiction.

CD; I’m a big fan of Occam’s Razor but something about the ‘sneak attack’ on Israel sits a little weird with me. We are to believe that Israel’s Mossad (who knows when each member of Hamas uses the bathroom) somehow missed this well-planned operation and were blindsided by loud powered paragliders that can be heard for miles? Then the most surveilled border in the region was breached while the IDF was asleep? I’m not saying this was all purposely allowed as some sort of ff but…does anybody else have questions such as these? I know, the Israeli defense bigwigs are all lamenting how unprepared they were but aspects of this don’t smell right to me.

What concerns me MOST at the moment is the SECURITY OF THE UNITED STATES OF AMERICA!!
There will be calls in Congress/Media for amendments to the current/recent Budget Continuing Resolution for $$Billions of Aid to Israel in Aid & Military Gear ….. plus quietly more for Ukraine and the usual DC Uni-Party Ear Mark $$$$ thrown in!! …Billions in $$$$/Gear/Waste that we quite simply CAN NOT Afford! ;-(
Meanwhile Our Borders are WIDE OPEN with countless Tens of Thousands of Military Age Males of Unknown Ancestry, Criminal/Health Backgrounds and/or Military/Terrorist Training.
